Delivered = unique valid leads that vendor sent that day (international & missing-phone already dropped, same-day dupes collapsed). Billable = delivered minus any phone that the same vendor already sent in their own prior 30 days. A person sent by two different vendors is not a dupe — each is paid for their own unique delivery.
